WITH THE HELP OF SENATOR nANCY SCHAEFER AND THOSE WHO WILL FOLLOW HER WE MAY BE ABLE TO SEE A FUTURE WHEN FAMILY PLACEMENT FOR CHILDREN WHOSE PARENTS ARE IN TROUBLE WILL BE THE PLACEMENT OF CHOICE AND FOSTER HOMES WILL BE A RARITY. THAT WILL MEAN THAT THERE WILL BE LESS EMOTIONAL TRAUMA AND MORE CONSTRUCTIVE HELP FOR FAMILIES TO BE ABLE TO REUNITE AND GROW TOGETHER.

I can't understand why family isn't already the placement of choice for DFCS/CPS. Wouldn't it save money for them to have the caseworkers place the children with their family, hopefully a grandparent, and then proceed to simply monitor the child's emotional adjustment. Along with this, I would think they would want to be sure that the children have as much contact as possible with the parents. What is keeping this from being the procedure of choice?
